Key Points:
1. Application for Transfer:
- GDS can apply for transfer to a maximum of 10 posts in one division.
- Transfer is at the GDS's own cost.
- Refusal of a transfer order counts as one chance availed.
- Option to withdraw the request within 15 days of submission without it being counted.
2. Eligibility and Conditions:
- Minimum engagement of 1 year required.
- Maximum of 2 chances for male GDS and 3 for female GDS during the entire engagement period.
- Transfer order effective after verification (Caste, Education, Police reports).
- GDS under disciplinary action or with pending cases are not eligible.
3. Mutual Exchange:
- Available after 1 year of engagement.
- Immediate processing upon application if conditions are met.
4. Transfer Requests and Seniority:
- Transferred GDS will rank junior in the new unit’s seniority list.
- No drop in TRCA slab on transfer.
- Past engagement counts for exams and increments.
5. Competent Authority for Transfers:
- Within Division: Divisional Head
- Outside Division but within Region: Regional Head
- Within Circle: Circle Head
- Outside Circle: Circle Heads of both Circles involved
6. Procedure and Timeline:
- Applications processed at Divisional, Regional, and Circle levels with specified timelines.
- Register maintained for recording transfer requests.
- Vacant posts notified monthly; transfer requests not considered for already notified posts.
Steps for Transfer Application:
1. Submit application to Divisional Head.
2. Obtain vigilance clearance and engagement particulars.
3. Maintain register for transfer requests.
4. Consideration based on the date of application submission.
5. Applications for already notified vacant posts not entertained.
Transfer Scenarios:
- BPM Level-1 to TRCA slab-2
- ABPM/Dak Sevak Level-2 in same TRCA slab
- Postal to RMS and vice versa in same TRCA slab
- No drop in TRCA slab due to transfer
